A report by the Climate Leadership Council (CLC) argues that a steadily increasing USD40 levy on greenhouse gases, introduced in 2021, would cut US emissions 32 percent below 2005 levels—a pace beyond the US goal of 26 to 28 percent. To achieve support for a carbon tax by the public and the corporate world, “carbon dividends” for US families and a halt of existing carbon regulations for industry are part of this plan as well.
