How (Not) To Do Public Policy: Water Charges and Local Property Tax (NUI)

This report by the Whitaker Institute at National University of Ireland, looks back at a recent policy success, the Local Property Tax (LPT), and a recent policy failure, water charges, and explores what it was about the policy-making process in each case that contributed to success or failure. It finds that there was a serious disconnect between the design and the implementation of the water charging policy and policy choices such as the universal free allowance and universal metering were made without properly understanding their implications.
